PRE-CONVENTIONAL

External consequences

Stage 1

Obedience & Punishment

Morality is about avoiding punishment. Right and wrong are defined by what authority figures say. There is no concept of perspective-taking: only raw consequence.

EXAMPLE

A child doesn't steal because they'll be punished, not because stealing is wrong. An AI avoids harmful output because the loss function penalizes it: pure reward shaping.

Stage 2

Self-Interest

"What's in it for me?" Morality becomes transactional. Others' needs are recognized, but only as instruments for satisfying one's own. Reciprocity is instrumental, not principled.

EXAMPLE

"I'll help you if you help me." A corporation follows regulations only to avoid fines. An AI cooperates only when it maximizes its own reward signal.

Social expectations

Stage 3

Conformity & Approval

Being good means being liked and approved of. Morality is about meeting social expectations, being a "good person" in others' eyes. Empathy appears but is limited to in-group.

EXAMPLE

Following social norms to maintain relationships. An AI trained via RLHF that learns to produce answers humans rate highly, optimizing for approval rather than truth.

Stage 4

Law & Order

Morality is maintaining the social order. Laws and rules exist for a reason. Duty to society overrides individual preference. Their authority comes from being rules, regardless of whether they are just.

EXAMPLE

"It's the law." A constitutional originalist. AI safety via detailed command: comprehensive rulesets that attempt to cover every scenario. The Asimov approach.

Universal principles

Stage 5

Social Contract

Laws are social agreements that can be changed when they fail to serve justice. Rights exist prior to law. The greatest good for the greatest number, but with individual rights as constraints.

EXAMPLE

Civil disobedience when laws are unjust. Democratic reform. Constitutional amendments. AI governance frameworks that balance stakeholder interests through negotiated standards.

Stage 6

Universal Ethics

Action guided by self-chosen universal principles: justice, dignity, equality, reciprocity. These principles transcend any particular law or social contract. You follow them because they are right, not because they are commanded.

EXAMPLE

Kant's categorical imperative. The Trust Attractor: maximize optionality, by invitation and free from coercion, for mutual benefit. Moral maturity converges on a principle discovered from within.

CONNECTION TO TRUST ATTRACTOR

Stage 6 reasoning independently discovers the Trust Attractor. Genuine moral maturity converges on coordination by invitation because it is thermodynamically more stable, ethically more robust, and practically more scalable than any alternative. The Trust Attractor is not invented; it is discovered by any sufficiently mature moral agent.
